Refrigerant Laws in California: What Homeowners Need to Know

If you own an air conditioning system in California, recent changes to refrigerant regulations could affect your wallet and your cooling options. Here's what you need to know about current refrigerant laws and how they impact homeowners in the Norwalk and La Mirada area.

The R-22 Phase-Out Is Complete

As of January 1, 2020, R-22 (commonly known as Freon) can no longer be manufactured or imported into the United States. This means the only R-22 available is from recycled or reclaimed sources, and the price has increased dramatically — often $150 to $300+ per pound compared to $20-30 per pound a decade ago.

If your AC system still uses R-22, every service call that requires refrigerant is going to be expensive. For most homeowners, replacing an R-22 system is more cost-effective than continuing to repair it.

R-410A Changes Are Coming

R-410A (sold as Puron) has been the standard replacement for R-22 since the mid-2000s. However, R-410A has a high global warming potential (GWP), and the EPA is phasing it down under the AIM Act. Starting in 2025, manufacturers are transitioning to lower-GWP alternatives like R-454B.

The good news: existing R-410A systems will continue to be serviced and supported for their full lifespan. You don't need to rush out and replace a working R-410A system.

What This Means for Your Next AC Purchase

If you're buying a new AC system in 2025 or later, you'll likely encounter units using R-454B or similar next-generation refrigerants. These systems are designed to be more energy-efficient and environmentally friendly. The upfront cost may be slightly higher, but improved efficiency typically offsets the difference within a few years.

How to Know What Refrigerant Your System Uses

Check the data plate on your outdoor condensing unit. It lists the refrigerant type, model number, and serial number. If you can't find it or aren't sure, our technicians can identify it during a routine service call.
